David Berge, Co-Founder, Chief Technology Officer
David is a 26 year veteran of software engineering management and development. As a developer he is a “full-stack” developer with extensive experience in cloud services. He has published multiple iOS and Android applications as an individual and in large organizations. As a veteran of Microsoft, Amazon and Intel he released multiple products including, but not limited to, Outlook, Windows Messenger, Kindle Fire and Amazon Fresh. David is dedicated to quality software and passionate about customer satisfaction when it comes to software. While pragmatic to specific situations David is considered an expert in both the agile development model and traditional software development lifecycle models. When not writing software or managing engineering teams he enjoys fishing, soccer and family time. He is a graduate of the University of Washington.
Sarah Jackson, Co-Founder, Sr. VP Implementation Services
20+ years as a healthcare paralegal, contract specialist and power end user with a heavy focus on physician contracts, real estate and equipment leases, master service arrangements and various other operational contracts. Sarah comes to us from 21st Century Oncology, one of the largest radiation oncology providers in the U.S. and Latin America, with a proven project management track record developing, implementing and maintaining contract management systems, corporate databases and data-sites to track key metrics, meet the demands of business operations, legal requirements and regulatory compliance across multiple jurisdictions. Sarah earned her BS in Business from University of Southern Maine School of Business and is engaged in several economic development organizations as a volunteer board member and officer in her community.
Raymond "Sonny" O'Kelley, CEO & Chairman
25+ year veteran of healthcare contracting software, original executive leadership team member and former Chief Operating Officer, TractManager International & National Vice President at TractManager/MediTract, the $200M division of TractManager Holdings building the foundations for what is known today as “Healthcare Contract Lifecycle Management” across the U.S. healthcare services continuum. Former United States Marine, medically retired after the Persian Gulf War with 10+ years on active duty.

John N. Camperlengo, JD
Senior Legal and Business Advisor
John Camperlengo has an extensive 30-year background as a healthcare executive. Currently John is the Chief Legal Officer at United Physicians Management where he oversees all legal affairs, including all general corporate governance activities, M&A support, Compliance and Risk Management. Prior to his current post he was the General Counsel and Chief Compliance Officer for Zelis Healthcare Corp. and worked at Gentiva Health Services for over fifteen years, where he served as Senior Vice President, General Counsel and Secretary for a $2 billion publicly-traded home health and hospice company. Prior to the corporate world, John served in the United States Marine Corps as an attorney in the Judge Advocate General Corps. John left active duty holding the rank of captain but remained in the United States Marine Corps Reserve and retired a Lieutenant Colonel in 2008. John holds a B.A. degree in History from St. John’s University and his JD from Seton Hall University School of Law.
Jeffrey S. Davis
Senior Business Strategist and Financial Advisor
Jeff brings a distinguished history of experience and successes to BDA. He currently serves as Telerent Leasing Corporation's Chief Executive Officer for its Avidex Industries and Digital Networks Group divisions providing collaborative communications, audio/visual systems integration and design services. Prior to this Jeff was the chief operating officer AVI-SPL ranked in 2017 as the nation's largest AV integrator, where he led processes to deliver consistent experiences globally along with leading sales growth and expanded service offerings. Previously he served as chief operating officer for the Public Safety and Security Division of Kratos Defense, vice president at Stanley Black & Decker and vice president at ADT Security, and in various other leadership roles.
Cris Navarro, JD CHC
Senior Healthcare Legal and Regulatory Advisor
Cris brings more than 20 years of experience to BDA, initially in private practice specializing in the United States Sentencing Guidelines and Regulatory Compliance and then within government and leading healthcare providers in California. Developing, deploying and maintaining effective compliance and ethics programs in organizations such as Butte County, Enloe Medical Center, Sutter Health, Adventist Health Rideout, and Shasta Community Health Center, Cris has provided leadership in all aspects of the healthcare regulatory landscape holding positions of County Compliance Officer and Chief Compliance Officer. Cris earned a BA in English and History at the University of Bridgeport and a JD from the University of Miami School of Law.
